[BSPI x CryptoBase Joint Project No.10] Thinking about the trajectory of Web3 policy so far and its future development with Mr. Hideto Kawasaki, a member of the House of Representatives of the LDP Web3 PT.

In the current Web3 industry, long considered a crypto-winter, the policies of the Japanese government and the LDP’s Web3PT have attracted worldwide attention.From the MtGox case in 2014 to the FTX case last year, Japan has been working to improve its legislation on crypto assets and other issues. The Japanese government has introduced stricter regulations than other countries, with consumer protection as the first priority, fair market formation as the second consideration, and AML/CFT and other countermeasures as the third. Japan, which has been on the defensive, is about to go on the offensive in the Web3 world.

 The LDP Web3 PT (initially NFTPT, within the Headquarters for the Promotion of Digital Society) was established in 2021. Initially located within the Headquarters for the Promotion of Digital Society as NFTPT, it has made policy recommendations on Web3 in various forms, including crypto assets, NFT, DAO, and taxation, and published two white papers in the past 18 months. By submitting these recommendations to the Japanese government, and actually leading to legislation and tax reform, we have established a foundation for the Web3 industry in Japan.

This time, we invited a member of the Web3PT from its early days, Mr. Hideto Kawasaki, a member of the House of Representatives, to talk about the process of discussions and white paper preparation at the Web3PT, how politicians are taking the initiative in proposing new policies together with experts in a timely manner, instead of the conventional bureaucrat-led policies, and what the results of these proposals have been. The presentation will also showcase the results of these efforts. We will also invite Mr. Yudai Suzuki, the representative of Fracton Ventures, which organizes “DAOTokyo” attended by many overseas DAO players and operates an incubation business for Web3 companies. He will talk about the actual situation of DAOs overseas, the impact of DAOs in countries where laws have been established, and the domestic legislation of DAOs, which is also being discussed at the Web3PT.

 Mr. Kawasaki and Mr. Suzuki will discuss not only Web3 policy, but also the actual process by which various issues become LDP policies and then national policies.

KAWASAKI HIDETO

Graduated from Hosei University’s Faculty of Economics.Joined NTT DoCoMo in April 2006 and retired in July 2015.In August of the same year, he joined the support group office as secretary to his father, Jiro Kawasaki.In July 1972, he became the head of the Liberal Democratic Party’s second constituency branch in Mie Prefecture.In the 49th Lower House general election held in October of the same year, he ran as an LDP official from Mie Prefecture’s second ward.First elected with 110,155 votes in a single-seat constituency.It will be the first time the LDP has won seats in the ward since the single-seat constituency system began.

YUDAI KAWASAKI

In 2021, he co-founded Fracton Ventures Inc. to develop Web 3.0 Incubation business from Japan, and he has been involved in a total of 20 Since then, he has been involved in the development of more than 20 Web 3.0 projects from Japan. Since then, he has been actively involved in the Web 3.0 and DAO fields, both domestically and internationally. Books: Internet White Paper 2021 (Impress R&D), Web3 and DAO: “New Economy” in which everyone can play a leading role (Kanki Shuppan).

HIDA KEIICHI

Founder and CEO of Blockchain Strategy & Policy Institute, Inc.While in college, Mr. Keiichi Hida joined Tokyo Metallic Communications Co. He dropped out of the Department of Electronic Engineering at the Japan Vocational Ability Development University.He joined the Japan Association of Value-Added Businesses (JADA) as Secretary General in September 2002, which was reorganized into the Blockchain Association of Japan in April 2004, and served as Secretary General until October 2006. Participated in the formulation of legislation, tax reform, accounting standards, etc. related to crypto assets (virtual currency). He has given numerous lectures at government and business organizations in Japan. He has spoken at conferences overseas (Taiwan, Korea, Ukraine).In January 2010, he established the Blockchain Strategy and Policy Institute, Inc. and assumed the position of Representative Director. In the same month, he became an advisor to the Japan Blockchain Association.
