(Kaga City Hall)

We are pleased to announce that on December 10, 2022, our company, Blockchain Strategy & Policy Institute, Inc. signed a collaboration agreement with Kaga City for the “e-Kaga: Hokuriku Web 3.0 Hub Project with Kaga Citizens”.

Kaga City has long been working on smart city measures utilizing digital technology, and in 2018 declared itself a “Blockchain City” and in 2022 designated it as a “Digital Rural Health Special Zone”.

In particular, Kaga is working on the establishment of the “e-Kaga Citizen System (Kaga e-Residency),” which will create “e-Kaga Citizens,” electronic residents in addition to traditional citizens and non-citizens, with the aim of creating a related population and encouraging future migration and settlement, and plans to officially introduce this system in 2023. We plan to officially introduce the system in 2023.

We will take the following measures to encourage the active participation of e-Kaga citizens in activities in Kaga City and to encourage Kaga citizens to participate in activities through Web 3.0.

(1) Formation of “Kaga Web3 Community”
By establishing a Web3 community in Kaga, we will create a population of 10,000 people per year. We plan to open co-working spaces, etc., not only online, but also as real places where e-Kaga citizens can visit Kaga City, experience the charms of Kaga, and become captivated by Kaga. We also want e-Kaga citizens to interact with other citizens. We will create a community in which citizens participate and in which citizens are the main driving force.

(2) Establish a real Web 3.0 base in Kaga City
We will establish a place for exchange between citizens of Kaga and e-Kaga citizens, a co-working space, etc. We will investigate locations in cooperation with local companies and related organizations, and plan to open a real space by the end of FY2023.
In order to activate this community using DAO, we are considering using “Alga/Awai,” a tool for community DAO in which we have participated in the development, etc.

(3) Web3 Human Resource Development
There is concern about the shortage of human resources necessary for the accelerated development of the Web3 industry. Web 3.0 is positioned as a new strategy in the Japanese government’s growth strategy, and securing human resources has become an urgent issue. We plan to contribute to the development of the industry in Kaga City by fostering human resources who will play a key role in Web 3.0. In addition to blockchain engineers, we envision training a wide range of human resources, including BizDev (business development), regulatory affairs, and marketers.

(4) Blockchain Conferences
Web 3.0 conferences have been held in many places recently, and we believe that Kaga City, with its multiple hot spring resorts and many cultural resources, is a very attractive place for Web 3.0 professionals. We would like to invite top Web 3.0 players from Japan and abroad to Kaga City and hold a conference once a year. We would like to promote Kaga as a Web 3.0 and blockchain city known around the world by having many people learn about and experience the charms of Kaga City.
